Job Description Req#: 00048724 GENERAL DESCRIPTION: Perform advanced (senior-level) managerial work providing direction and guidance in strategic operations and planning for the Regulatory Services Division. Work involves establishing the strategic plan and goals and objectives; developing policies; reviewing guidelines, procedures, rules, and regulations; establishing priorities, standards, and measurement tools for determining progress in meeting goals; coordinating and evaluating program activities; and reviewing and approving budgets. Manage divisional activities related to the Compassionate Use Program (CUP) to include licensing, inspection, oversight and enforcement. Plan, assign, and supervise the work of others. Work under minimal supervision, with extensive latitude for the use of initiative and independent judgment.
ESSENTIAL DUTIES / RESPONSIBILITIES:
Direct program area(s) and activities as related to the Compassionate Use Program (CUP).
Develop and implement techniques for evaluating program activities and project management.
Develop and evaluate goals and objectives consistent with the agency’s strategic plan.
Develop, review, and approve budgets.
Identify the need to revise program area(s).
Provide direction, guidance, and assistance in program area(s).
Represent the agency at business meetings, hearings, trials, legislative sessions, conferences, and seminars or on boards, panels, and committees.
Review and approve management, productivity, and financial reports and studies.
Review guidelines, procedures, rules, and regulations; and monitor compliance.
Review results of special investigations, internal audits, research studies, forecasts, and modeling exercises to provide direction and guidance.
Plan, develop, and approve schedules, priorities, and standards for achieving goals, and direct evaluation activities.
Plan, develop, implement, coordinate, monitor, and evaluate policies and procedures.
Develop educational materials about the Compassionate Use Program for law enforcement, licensees, stakeholder groups, and the general public.
Conduct research and collaborate with other state and federal regulatory agencies and science experts to ensure best practices are developed and implemented with the focus on patient safety, diversion control, and overall public safety.
Analyze proposed legislation for operational and fiscal impact and provide recommendations for statutory changes when appropriate.
Coordinate and facilitate stakeholder working group meetings including making recommendations for appointment to the work group. Evaluate feedback and suggestions related to the Compassionate Use Program and provide recommendations to Executive Leadership regarding input from the stakeholders.
Attend work regularly and observe approved work hours in accordance with agency leave and attendance policies.
Perform other duties as assigned.
GENERAL QUALIFICATIONS and REQUIREMENTS:
Education – Graduation from an accredited four (4) year college or university with a bachelor’s degree.
Experience – Minimum of three (3) years’ supervisory experience performing strategic planning, policy development, and strategic communications. Additional four (4) years’ experience in regulatory, licensing, compliance, enforcement and/or related field. Experience related to medical marijuana or other controlled substances is preferred.
Substitution Note: Additional work experience of the type described or other related education may be substituted for one another on a year-for-year basis.
Licensure and/or Certification – If driving is required, must possess a valid driver license from state of residence.
Regulatory Knowledge – Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies and procedures.
Supervisory/Managerial/Leadership skills – Knowledge of management/supervisory methods and principles, performance/productivity standards, and fiscal/budget management. Ability to develop plans, policies, and procedures for efficient workflow and overall effectiveness. Ability to provide clear direction to others, promote teamwork and motivate others to accomplish goals.
Technology – Must possess appropriate levels of proficiency with utilized software and systems and be able to learn new software/systems. Demonstrated proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, and Outlook) and CJIS systems.
Interpersonal Skills – Must demonstrate an ability to exercise poise, tact, diplomacy and an ability to establish and maintain positive, working/professional relationships with internal/external customers.
Organizational and Prioritization Skills – Must be organized, flexible, and able to effectively prioritize in a multi-demand and constantly changing environment; able to meet multiple and sometimes conflicting deadlines without sacrificing accuracy, timeliness or professionalism.
Presentation/Communication Skills – Must be able to construct and deliver clear, concise, and professional presentations and/or communications to a variety of audiences and/or individuals.
Research and Comprehension – Must demonstrate ability to quickly and efficiently access relevant information and be able to utilize and/or present research and conclusions in a clear and concise manner.
Fiscal Accountability – Working knowledge of budgeting, cost estimating, financial planning and fiscal management principles and procedures necessary for administering a program budget.
Analytical Reasoning/Attention to Detail – Must demonstrate an ability to examine data/information, discern variations/similarities, and be able identify trends, relationships and causal factors, as well as grasp issues, draw accurate conclusions, and solve problems.
Confidentiality and Protected Information – Must demonstrate an ability to responsibly handle sensitive and confidential information and situations and adhere to applicable laws/statutes/policies related to access, maintenance and dissemination of information.
Schedule and/or Remote/Telecommuting work and/or Travel – Availability for after-hour and weekend work is required.
