The Work You Will Do:

The position is responsible for permitting, compliance and enforcement of Municipal Separate Storm Sewer Systems (MS4) permits pursuant to Department and program policies and procedures. The position is responsible for the management of permit and compliance activities for 70 permittees throughout Florida.

Your Specific Responsibilities:

This is an advanced technical position responsible for assisting with the implementation of laws, regulations, and policies of the authorized National Pollutant Discharge Elimination System (NPDES) Stormwater under the Stormwater and Technical Services Program. Specific responsibilities include the following:

  • Assist with the implementation of rules, policies, and procedures for implementing the Municipal Separate Storm Sewer System (MS4) Permit component of NPDES Stormwater.
  • Permitting: Responsible for the monitoring and evaluation of MS4 permits issued pursuant to Department and program policies and procedures. Duties include reviewing applications and evaluating drafted permits for consistency with rule requirements, application meetings, issued drafts, intent to issue and final permit coverages.
  • Compliance Determinations: Review annual reports submitted by MS4 permittees and prepare findings based on the annual report and the requirements of the MS4 permit. Assist MS4 staff with conducting inspection/audits of approximately 20% of the assigned universe of MS4 permittees annually to assist in determining compliance with MS4 permit requirements and assist with preparing findings based on the inspection/audit. Assist with enforcement activities as necessary.
  • Works with other MS4 staff and the Program Administrator to identify and recommend improvements in MS4 rules, policies, or procedures.
  • Provide technical assistance to the regulated community, Department staff, other agencies and the public on stormwater management and regulation under the NPDES Stormwater Program, including issues related to water quality monitoring, TMDL compliance, and pollutant load reduction activities.
  • Assists with MS4 designation, third party intervention, citizen complaints and other issues assigned by the Administrator to deliver quality service to DEP programs, other governmental agencies, and program clients.
  • Performs other related duties as assigned.

 

Required Knowledge, Skills, and Abilities:

  • Knowledge of stormwater control program principles, laws, regulations and stormwater best management practices design, implementation, and effectiveness.;
  • Knowledge of biological, chemical, physical processes and engineering concepts as they relate to water quality and the environment.;
  • Knowledge of various methods for assessment of surface water data.; Includes statistical analysis, graphics preparation, Geographical Information Systems.;
  • Knowledge and skill in the development and use of computer programs related to point and/or nonpoint source impact assessment.;
  • Knowledge and skill in the use of computers and software programs utilized for word processing, database management, statistical, and spreadsheet applications.;
  • Ability to evaluate, analyzes, and interprets scientific or technical data.;
  • Ability to prepare technical reports.;
  • Ability to work independently.;
  • Ability to communicate effectively, verbally and in writing.;
  • Ability to establish and maintain effective working relationships with others.;
  • Ability to direct and participate in intensive fieldwork, involving long hours and physically taxing conditions.

 

Required Qualifications:

A bachelor’s degree from an accredited college or university in engineering, environmental science or one of the natural sciences and three years of verifiable related experience; or any 

combination of post-secondary education or verifiable related experience, as described above, for a total of seven years.
